Thomas Watters Doggart baptism declaration by uncle

I Horatio James Doggart of Newtownards in the county of Down (Manufacturing Agent) do solemnly and sincerely declare that Thomas Watters Doggart was born in Newtownards County Down Ireland on the sixteenth day of March eighteen hundred and fifty four 1854. That his father is dead and his mother is unable to fill up this declaration - and that I have had, being his uncle, every facility for knowing that the certificate of baptism ???? ??? is correct.

Note: The pension records do not just relate to older men: soldiers were eligible for a pension after 12 years of service so relatively young men could be pensioned out. The connection with Chelsea Pensioners is that the pensions were administered through the Royal Hospital at Chelsea. The great majority of pensioned soldiers were out-pensioners and did not reside at the hospital itself.
